Book excerpt: Women-owned small bus. (WOSB) were receiving contracts for only 2% -- less than 1/2 of the 5% governmentwide goal -- of the almost $200 billion in goods and services that the federal gov't. (FG) purchases each year. This is a review of the progress the FG has made to increase its contracting with WOSBs and identifies measures that could improve the FG's performance in contracting with WOSBs. This report provides info. on: trends in Fed. contracting (FC) with WOSBs since FY1996; obstacles that FC officials perceive to contracting with WOSBs; suggestions to help increase FC with WOSBs; and concerns of these officials about the WOSB contracting goals established for agencies.
